1. Technique for Elicitation Requirement elicitation is a process via which a system’s requirements are discovered through communicating with the customers, users of the system, and other stakeholders in the development of the system. The initiative for this process has to be from the development teams. Requirement elicitation encounters several challenges in its implementation such as, firstly the yes, but syndrome that is based on the inability of the user to experience software as a physical device. Secondly, the undiscovered ruins, which involves the discovery of remaining issues as one finds out additional information about the project. Thirdly, the user and developer syndrome that shows the significant differences between the developer and the user making for difficult communication, and fourthly, the sins of the predecessor syndrome, which creates mistrust between the developer and the user, based on earlier interactions. Requirement elicitation has several techniques (Brennan, 2009). These include questionnaires and interviews, requirement workshops, idea reduction and brainstorming, storyboards, use cases, role-playing, and prototyping. The Brisbane institute of Art was established in 1976 by Mervyn Moriarty and was incorporated as an association in 1984. The institute has established itself in a council owned base at Windsor, and is now at the halfway point of its twenty-year lease, that started in 1999. A major refurbishment of the building was started in 2011. The institute needs a clear and firm direction for the coming five years. The issues it needs to fulfil are the maintenance and enhancement of service delivery capacity, maintenance and improvement of financial status, an increment in satisfied student numbers, an increment in involvement of membership, refinement of annual business planning processes, and the promotion of the institute and elevation of its professional profile. For elicitation, the group used the requirement workshops technique. This technique involved gathering all the vital stakeholders for an intensely focused short period (Brennan, 2009). For the workshop, an outside facilitator with experience in management f requirements was utilized to maximize the workshop’s success. During this session, brainstorming formed a vital part of proceedings. It was first important to ensure the participation of the right stakeholders, and then sell the concept of the workshop to them. The logistics of the workshop location were also worked out in advance to ensure effectiveness of the workshop. This included travel plans, lighting, and snacks packed with energy like sugary snacks. The stakeholders were also prepared for the workshop via giving them information that was project-specific and preparing them to think outside the box. The facilitator worked to establish and enforce the meeting’s rules, introduce the meeting’s goals and agenda, facilitate consensus making without participation in the content, and control any behaviour that was unproductive or disruptive. The stakeholders involved in the elicitation process were the management committee of Brisbane institute of Art. They included; the director of the institute, the administrative staff, the project administrator, the bookkeeper, tutorial staff, and the maintenance staff. 2. Benchmark Analysis BIA is a non-profit association that provides employment on art time basis for arts workers and visual artists annually. It provides a collaborative and creative environment that provides support for artists via skill exchange, peer collaboration, and provision of opportunities for development and exhibition. The environment provided by the institution has nurtured many artists, emerging and established, some who have achieved prominence nationally. Over 1,500 students enrol in the institute’s classes annually, with many others attending their exhibitions. They also allow use of their facilities by other artists and organizations. The institute is self-funding. It is also regarded well by other Brisbane based institutions of art and is supported well by the community of Brisbane, government, and artists, which shows its important role in society. 3. Root Cause Analysis The institute aims to provide artistic tuition as well as other activities to encourage and promote the appreciation of visual arts. The institute also aims to enrol extra fifty students per semester, decrease database redundancy, implement sharing of word documents in real time, analyze merchant gateway against EFTPOS, analyse and model the effective use of social media and videos, start a booking calendar that is web friendly, implement a computer software that allows appropriate booking of students. Document Elicitation Results 1. Summary of Output Over the course of the elicitation workshop, the following information was produced as output. For the maintenance and enhancement of the institute’s capacity for service delivery, it was agreed on that several issues needed to be addressed. These included the maintenance of standards by tutors that were good enough to keep enrolment high, the need to maintain and go on improving the premises, since they were the recognized location for the institute, and to secure the tenure of the premises in existence. The workshop also agreed on the need to acquire and keep appropriate equipment in good condition. For the maintenance and improvement of the institutes’ financial status, it was agreed that the institute needed to maintain practices of financial management that were sound, increase enrolment, and attract and keep sponsors. Other agreed on measures were the attraction and fulfilment of grant requirements, and conduction of activities aimed at fundraising. To increase and maintain the number of students in the institute, the workshop, agreed upon three major areas that required action. Firstly, monitoring, secondly, reviewing and addressing of levels and sources of student satisfaction, thirdly, investigation into reasons that caused some students to discontinue their enrolment into the institute even after they had enrolled in the first place, and fourthly, the active promotion of Brisbane Institute of Art’s benefits to students in the region and beyond. Another issue brainstormed at the workshop at the Institute involved ways to increase involvement of members in Brisbane Institute of Arts. The workshop worked out various broad issues that were concerned with this problem. These included ensuring that there was communication that was regular and relevant with the members of the institute, the identification and promotion of benefits gotten by the members, and active encouragement of members to involve themselves in activities held by the institute throughout the calendar year. Finally, for the promotion of the institute and elevation of its profile professionally, the workshop collected vital issues that was important in the solving of this problem. These included; enhancement of the institute’s capacity for service delivery to clients, maintenance and improvement of existing premises, securing existing premises to long tenures, offering the most attractive product mix, the acquisition and maintenance of appropriate equipments, the maintenance and improvement of the institute’s financial status, and increasing the involvement of members in BIA activities. 2.
